I am planning a hike for a portion of the AT in PA that crosses Blue Mt. My question is... does the trail go over the ski slopes? If so when do they start making snow? I plan to leave Nov 22

no. the trail passes abvout 75-100 yards behind the tops of the hill where they make snow. You can bushwack over (there is also a maintenance road) and look at it.
Usually they try to make snow b4 Thanksgiving, though it has been too warm recent years, IIRC.
This year may be an exception
