The 2009 Thru Hikers Companion said the spring was reported dry in Aug 2007. Does any one know if it or the water at the campsited is flowing this summer?

I don't know but I'm guessing it is probably flowing (it's a stream). 2007 was a drought year and this year in VA it is not.
