Mid-November in New York. Earlier the farther north you go.

Define bad weather.

Has not been good here yet this "summer."

October starts getting sleety at elevation here. Not amount to anything, unless you have a rock to go over.

Heck you're be hiking the southern & mid Atlantic states during prime hurricane season . Rain from tropical systems have a history of stalling out over the mountianous regions of North Carolina & Virginia causing flash floods from mountain creeks and even mudslides.
So even though your question is regarding 'ole man winter I think your more immediate concern should be on those low pressure systems that develop in the Atlantic.

As far as inclement winter weather goes it can get nasty here in western Virginia in early November especially in the higher elevations.

Freezing rain and Sleet is far worst than pure snow to walk on which I'm sure you already knew that.

I know what your thinking....shut up already Johnny.:D

Starts getting bad? Not soon enough. The question all depends on elevation. I spent many years camping on a 3300 foot ridge in the NC mountains near the VA line, and found the real winter storms didn't hit me until around Christmas, although one year there was that freak Halloween blizzard. Of course, if you're at 5000 to 6000 feet, all bets are off for October/November---at 6000 feet you will see snow where it'll be raining at 3000 feet.

I wouldn't worry about it, hiking and backacking in the Appalachians during October and November is the best---bug free, cool enough to keep your interest, and the wonderful but rare possiblity of being snowed in.
