The old rules said thru hikers could not go to Gatlinburg, however, it was never enforced.

Back in the day many shelters were built right next to or extremely close to forest service roads and trail heads to facilitate getting materials to the site. There is a reason many of these shelters...
I suggest you avoid all shelters. You will never get out of GA if you include shelter areas in your quest for trash removal.
