By now typically I don't bother. I have been on parts of it during all seasons. Spring and summer are a different story.
I carried a 2 ounce bottle of spray during my section hike of this trail last year around this time. Very few bugs from what I remember, but for 2 ounce, why the heck would I not carry it?
The day 2 ounces of weight is important to me, I have bigger problems to worry about.
I did the Jocassee Gorges section in June and had no problem with bugs at all. YMMV
I am not young enough to know everything.
The rain on the coast and pedmont will effect things at least somewhat but when I was on the west end, up against the Chattahoochee, last year I carried DEET and a mosquito netted hammock but wasn't bothered a bit. YEMV of course.

Have fun out there. The foothills trail is a great little trail. It was the first one I completed. It holds a very special place in my heart.
The first section is along river mostly. It is a beautiful section.
The second section is mixture of river, lakes, huge waterfalls, and mountains. It is an amazing section.
The third section (near table rock) is mostly mountains, including the climb up SC's tallest mountain.
We're doing the middle section Laurel Valley/A4 to Bad Creek/A7 this weekend, can't wait to get out of the fluorescent box and into the woods.

AO2134: I lived in Gwinnett for about 12yrs; Norcross, L'ville, Dacula. Moved to the SE corner of the state in 2008. The proximetry to mountains was nice. It's about a 6hr trip to any mountains from where I am now.

Did the "middle section" from Laurel Valley access to Bad Creek access last Sat-Tues. Better report to follow but water was plentiful. Bugs nonexistent (other than cross-trail spiders/webs, only kissed a few). Stairs were plentiful, I'll take a few extra miles and switchbacks any day. Lake was pleasantly chilled.
Very beautiful hike.
