As far as I know this isn't on the main KI road, it's on roads off the main track that lead to active logging sites.

"[ATers] represent three percent of our use and about twenty percent of our effort," retired Baxter Park Director Jensen Bissell.
Rereading the article and looking at some maps, two road crossings and one trail access could be affected. The article lists very specific sites that are now closed and some still open. IMO This indicates that popular sites not mentioned are not likely affected. Both road crossings have access at least on a map from the north and the trail is a major site on MATLT land
I enjoy figuring things out with maps. So for the map people out there...
In general terms it is in the area of south of the AT (don't know how close), east of Gulf Hagas, and likely south of Johnston road(branches off Jo-Mary Road near Jo-Mary Lake. It crosses the AT near Sand Beach(Crawford Pond) that is probably not affected. Heading south on the AT two crossings and one access point may be affected. Two longer forks from Johnston road cross the AT and continue on. From East Branch lean-to, the first is about a half mile north and the second is halfway south to Logon Brook Lean-to. This second crossing point appears to be more accessible from the north side via Frenchtown road and some sporting camps. I seem to remember this is good road at the crossing and was/is? regularly used. The last access is up White Brook trail in the Maine AT Land Trust area to a gap sobo of White Cap Mountain. Maine invested $$ to improve this road and parking. MATLT rerouted the trail off the old jeep trail in 2020. Probably open. The road passes near the High Bridge area which is "open to foot" traffic only.
B Pond Road. The roads and trails on mapquest come and go with the magnification so zoom in and out for detail. B-Pond is the large unlabeled pond at left side of the map. Zoom out some and you clearly see the AT corridor to the northeast. Zoom in some and it clearly shows the AT. 30,000 acres is about 47 square miles. 7x7 or 9x5 more or less...

White Brook Trail Maine connects to AT west of White Cap(from the south) Google this for better directions and the exact location of the trailhead. White Cap summit is 3.2-3.3 miles from the trailhead.

Merthyr Road Gate Have yet to find this perhaps in the Maine Gazetteer or a KI map.
