Someone commented that mine is lighter than the "Waterlite".
Must have assumed I knew what it was.
So I Googled that, turns out to be a water cooled candle holder by Tinny from Mini Bull Design . Updated in March 2007 (!)
My version, very similar to Scott's version, is a bit different , still the principle is the same (water cooling)

whats up/ water makes candels burn better? longer? cant watch u tube on this wreak.

I used to use a "candle" (actually an oil lamp) - used a tea light candle tin, a small loop of wire to hold a toilet paper twist as a wick and the side wall of a plastic soda bottle as a globe - burned olive oil that I would typically use for my food. - definitely less than 1 ounce except for the fuel - wick and fuel were multi-use items.
Yes, the water is to cool it down. The flame from a candle can be surprisingly hot.
As a side benefit , the extra weight (3.5 oz extra in my case) add stability .
(less wobble in windy conditions or if you nudge it)
