If you use trekking poles, the SMD skyscape scout is 34oz and $125. Its the best deal , esp for the weight.

I like the Big Agnes Flying Creek UL1. You can generally find one for under $200, new. If you go used, you could probably find one even cheaper.

    Hennessy Expedition
    WBBB single layer

Both are $160. If you are under 200 lbs, the WBBB 1.1 single is only 20 oz. Hennessys are heavier, my expedition is about 1.5 kg

I see that you are after a TENT, but what you want is a raft .
Just inflate it , turn it upside down and you have a comfy mat .
If it starts raining have it up the right way and put a tarp on top.

Where can one find this for under $200, new? I cannot find one on the web for less than $266, most for $320.

Look at the Eureka Spitfire solo. Reasonably priced for a hardy, lightweight tent.

Another one over the price limit, but I have one of these an older model, the newer one is just over 2 pounds for $229:

For an extra $40 bucks you could do a Tarptent Contrail and have a 24 ounce quality tent!

My budget was $140 or so and like hikernutcasey said, the tarptent is probably the best cheapy that has good quality. I'd prefer the Moment design myself but look around for a used ones as well.

are you dead set on using a traditional tent? would you consider a tarp? for about 15oz an 8'x10' tarp affords you 3x the amount of covered "living space" and can be used in multiple different pitches. Usually cheaper than most tents if you opt for SilNylon, Cuben can end up costing a bit but is crazy light.
