I am section hiking the GA section of the AT in August. I have read places that you can only set up camp at shelters. Is this true? Can I not set up my hammock close to shelter.

For the most part you can camp where you want. Staying at shelters is only required in the Smokies, well north of GA.
In fact, some folks like me try to avoid the shelter scene altogether.
It will be easier for you to hammock anywhere you want. Flat ground for a tent isnt always easy to find.
The trail guide will show you where people normally camp, as well as shelters.
In the spirit of LNT and concentrating impact, you should try to camp where others have before if possible.
No restrictions on camping anywhere in GA (after June 1).
What about before June 1st?^
I was referring to the bear vault area which is seasonal 3/1 thru 6/1.
The reason to hang near a shelter is it's usually the only flat ground in the area, there's usually a good water source, a privy is nice, and it's easier to cook and eat at a table...
