Like most other pieces of gear, it depends. All but the cheapest ponchos will have some sort of back extension to allow for coverage over one's pack. As far as "best", other parameters/features come into play. Is weight and issue? Will the poncho serve another purpose? Does it need to be durable? Is "stickiness" an issue? Different fabrics will have different characteristics.
See Campmor for some choices. Perhaps something in a silnylon?

The MLD Pro Poncho is a superior product compared to two other ponchos I have used, IMHO. A little pricy, but worth it.
I have their Ultralight Backpackers poncho, and like it very much. Not only keeps my pack and me (except for the arms) dry, it's big enough to act as a auxiliary or secondary tarp. Even has the tieouts for it. (I use an 8x10 for a shelter)
There may be something better out there but this poncho I got from Campmor served me well, weighs 9.6 oz.

I have the sea to summit silnylon poncho.
Great poncho but due to issues with wind etc I would recommend the Packa as a better alternative.
