    Do you mean a waterproof/breathable bivy sack, made of Goretex, like this?

    Or a sleeping bag cover with a waterproof bottom and a non-waterproof top, like this?

    The cheapest option is to make your own, if you or someone you know can sew. Silnylon on the bottom, uncoated ripstop on top, some mesh, a zipper.

    Equinox makes one, as does Titanium Goat. Both under $100.

    Actually, you should care about the top. The waterproof/breathable Goretex type bivies are good for cold-weather mountaineering, but they have way too much condensation for most AT hiking.
