Lots of different rules govern where you can camp in PA.

In Delaware Water Gap you must camp within 100' of the trail. http://www.nps.gov/dewa/planyourvisit/upload/sb2at.pdf
On PA Game Lands you must camp within 200' of the trail. http://www.pacode.com/secure/data/05...5/s135.42.html
In the Cumberland Valley there is no camping at all.

You will see lotsa places to tent. There are many spots that have already been tented on. Look for old fire rings. You will usually find a few good spots near any road crossing. Look for flat spots at the top of hills or in the notch/gap. If you are walking along a see a side trail it may go to a stealth site. If you are goingin' through somethin' like the Cumberland Valley you will find stealth sites in the occassional clump of trees Even in places like the Cumberland Valley you can tent. Arrive late, leave early, leave no trace.

Why do you have to arrive late and leave early?
