How do you know what "select Outlet Items" the code applies to? I selected something from the outlet, but when I tried to apply the coupon code, it said my cart didn't have any qualifying items.

Brad's links didn't work for me... so I just Googled REI Secret Sale and found this:

Apparently there are only about 350 items that qualify for the sale.

I'm just waiting for the dividend payout and the 20% off one item deal that will hopefully be sprung upon us soon...I'm getting very impatient! :)

I was at work at the time... the office has various filters which includes things that look like web advertising (and in this case, Brad's is sort of a 3rd party).
It only works on selected items - Saved me $11.00 on some Komperdell Trekking Poles I have been eyeing.
