GIS Database Specialist Position Description

ORGANIZATIONAL MISSION
The Appalachian Trail Conservancy’s mission is to preserve and manage the Appalachian Trail – ensuring that its vast natural beauty and priceless cultural heritage can be shared and enjoyed today, tomorrow, and for centuries to come.

POSITION SUMMARY
Under general supervision, the GIS Database Specialist provides GIS services and database support to the Appalachian Trail Conservancy (ATC) and National Park Service (NPS). The incumbent will be duty stationed at the NPS Appalachian National Scenic Trail Office, where they work closely with NPS’s GIS Specialist. The incumbent has four main areas of focus: supporting ATC and the needs of its Conservation Department, helping to maintain and update GIS data for the Trail, supporting NPS sponsored programs, and helping improve database systems. The GIS Database Specialist will also help train and support regional ATC staff in GIS, GPS and data management, and may occasionally aid Marketing, Development and other departments at ATC.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides GIS services, including mapping support, data development, geoprocessing, spatial queries, viewshed and other analyses, to meet the needs of ATC and its Conservation Department. These needs range from Trail and Land Management Stewardship to Large Landscape Conservation to the analysis of external developments (telecommunication towers, powerlines, subdivisions, etc).
Works closely with the National Park Service Appalachian Trail GIS Specialist to coordinate the collection and management of geospatial information for the Trail (including the Trail centerline, features, land ownership, condition assessment, and other ‘core’ A.T. data, as well as base cartographic data and relevant information from partners and adjacent landowners). Makes necessary edits and additions to these data and distributes updates on an annual basis to staff and partners.
Provides GIS services in support of a number of National Park Service sponsored programs, including Boundary Monitoring and Corridor Stewardship, Natural Resources Management, and Trail Condition Assessment.
Develops new databases and/or makes enhancements to existing ones to improve information management and make data more accessible. Examples include the creation of an encroachment reporting system, an open areas database, and a geospatial photo database.
Analyzes existing data for trends and “gaps” and presents this information to managers to help guide decisions and future project needs.
Provides GIS, GPS and data management training and technical support to staff. Uses a variety of technologies (powerpoints, webex sessions, videos, etc) to disseminate information.
Responds to public questions and information requests relating to GIS, GPS or mapping at ATC and for the Appalachian Trail.
Conducts field data collection as necessary using GPS and mobile GIS equipment.
Coordinates with ATC and NPS senior staff to better integrate GIS and GPS mapping and help select appropriate technologies that will advance long-term goals.
Coordinates and works with management partners and volunteers on a regular basis.
Provides GIS services to Marketing, Development and other departments at ATC as needed.

QUALIFICATIONS
The successful candidate will have at least 3 years of experience as a GIS or Database Specialist with demonstrated ability in the development, application and analysis of ArcGIS data and Geodatabases. The qualified candidate will have:

Experience using ESRI’s ArcGIS software suite, version 10 or higher, for data creation (digitizing, editing, GeoDatabase development, etc), data management, creating maps and layouts, performing geo-processing, viewshed and other analyses, and conducting spatial queries is required. Also experience installing, setting up, configuring and troubleshooting ArcGIS software suite is necessary.
Experience using Trimble resource-grade GPS equipment (GeoXT, GeoXH, Recon, Nomad, ProXRS and other units) and Trimble software (Pathfinder Office version 5 or higher) for data collection, post-processing, editing and data dictionary creation is required. Also ability to supervise or guide others in the collection of field data is necessary.
Must be proficient in data and database management and show a demonstrated ability in developing and maintaining databases, creating forms and running queries (both spatial and non-spatial). Experience working with ArcGIS GeoDatabases and Access is required. Experience with SQL Server and work with online databases desired.
Excellent interpersonal skills required.
Must be willing to work in a collaborative environment involving multiple partners and volunteers.
Knowledge and experience with Appalachian Trail management and geography desirable.
Previous experience working with other not-for-profit conservation and trail organizations desirable.
Previous experience teaching GIS, GPS or data management a plus.
Previous experience supervising interns and volunteers a plus.
Candidate MUST be able to pass a National Service Park USDI background check for access to NPS computers and systems.
