can a person who takes a thorough dunking in a stream apply for FEMA aid because of water damage to their house?

Only if their sword gets wet. Maybe you should come back from your trail watching satellite and get a life. Sing a few verses of "Home, Home on the Range," and really listen. Maybe the clouds will lift from your life. Hit the trail and thoughtfully contribute to this forum. Most do and are the better for it.... BTW.. Floods are not fun...
