Assuming they are right eye dominant, they are probably pulling their heads up and not following thru on the shot.

We sure enough have our share of mean trigger jerks around here. 'Course they usually shoot from close range, so it matters very little...

I grew up in a small farming community in SW Ohio, near hunting season any sign becomes fair game for target practice. That is: ANY sign :jump

Naturally, the deer crossing signs suffer the worse.

Surprisingly, in about 40 years, I have never heard of anyone being shot.

You still see plenty of signs shot up, but I think not so many as you did years ago. Another part of America's cultural heritage down the drain because of the anti gun lobby.
The poor marksmanship in the picture might also be due to the shooter being drunk, in a moving car, or both. It looks like a shotgun to me, loaded with 00.
This would make it even poorer marksmanship
