We see this in Hawaii quite often when folks attempt to fool around waterfalls. It happens elsewhere though too. It's an unnecessary shame.

Since the deceased is a Salvadoran citizen is it possible he didn't understand this?

Since the deceased is a Salvadoran citizen is it possible he didn't understand this?Very possibly. But he was with 20 other people, and likely at least some could read English. So, no one warned him? And I think most people, even non-English speaking, know the English word "danger" - just as many of us non-Spanish speaking people know the word "peligro". So if you see a danger sign (in any language), even (or especially) if you don't understand the rest of the text, do you then wander off the trail onto a bunch of rocks high above a waterfall? Like I said, it's sad. But his behavior wasn't exactly safe either.
