I'd prefer to have a rainjacket with no hood because I wear glasses but I don't want rain going down my neck. Is there anything out there besides fleece to put around my neck?
I forgot to add I prefer no hood because I like a brim of a hat to keep my glasses dry.
I just use a wide brim hat, and it keeps my neck dry enough. You can push a hood up around your neck and fasten it there for a little more coverage. The only small problem is that the brim will sometimes touch the backpack unless I wear the front of the hat down low. I have Marmot Precip hats.

A good jacket has a hood with a brim, small, but incorporated.
Driducks doesnt btw.
Many wear a cap under it anyway, additional brim
The issue with hats, is they need to be waterproof, then they dont breathe well in hot weather.
You dont want to carry a separate rainhat imo
Honestly, rain on glasses doesnt bother me much. Too much sweating around head in with a hood CAN cause fogging though.
Another solution is umbrella
