I am planning a late March start from Springer. I know temps can go subfreezing at that time. Is there any viable risk of water source(spring/stream etc) freeze up along the way ?to Neels Gap?to Hiawassee?Franklin? That is to say can access to water be impaired or compromised?

Shouldn't be a problem. Even if it gets below freezing flowing water is slow to freeze.
I started my thru in mid-March and didn't have any hard freezing until I got to GSMNP.

late March no problem with water. In fact, streams should be high from snow melt. Nights however will be very chilly... possibly down to single digits.

Skip the filters for the first few months, and go with Aquamira instead during sub-freezing times.

No problem in March. You'll be walking in it, wearing it, living in it. In all 3 forms.
Stay dry.
