17 hikers in Guangxi province got lost. They had no guide, no maps, no Plan B, etc. After being rescued, local officials fined the group about $16,500.

Seems like the hikers got off light only paying 17% of the cost of the rescue withe the government picking up the rest of the tab.

How do 17 people get lost? Really, how do they get so lost that they cannot find their way out. This article must be leaving something out.
