Title says it all, would be willing to pay a reasonable rate for a safe location.

Per Rohlands, "Parking is available for up to two weeks at Harpers Ferry National Historical Park Visitor Center. You must register your vehicle with rangers at the visitors center or entrance station and pay a one-time $6.00 entrance fee. Gates are sometimes locked at night. For more information, call (304) 535-6298http://whiteblaze.net/forum/skypec2c://r/204(304) 535-6298. Shuttle buses run every 15-20 minutes between the Harpers Ferry National Historical Park Cavalier Heights visitors center and the lower town historic district. The A.T. is not marked prominently through the historic district, so a map is helpful. The Appalachian Trail Conservancy has a detailed map on their website http://www.appalachiantrail.org/directions (go to "About ATC," then "Visitors Center"). Contact ATC at (304) 535-6331http://whiteblaze.net/forum/skypec2c://r/204(304) 535-6331 for information about day-hike parking in Harpers Ferry. "

Bizarrely, I could find this link for the FORM, but I couldn't find a link explaining the policies for parking!

Park it down at Virginia 9 and hike the few miles in. People barely know this trailhead exists and it's free.

Perhaps there is a place to park near the Amtrak station, usually they have a long term parking area.
