No one, should jump to conclusion. Innocent till proved guilty right?
Theres a chance his mother could be a kook and made it up because she was worried because he was incoherent on phone. You just never know.

The story was updated. "Originally charged with felony falsely reporting injury or death, and two misdemeanors, charges have since been reduced to one count of creating a public disturbance. "
That charge seems more appropriate.
They updated the story.

Exactly - either being highly intoxicated or shot in the ribs and bleeding out can make one go in and out of consciousness and sound incoherent. What inquiring minds need to know is if he was guilty of being found in a non-UL tent.
