I'm in the market for a lighter sleeping bag (15-20 degree) and am seeing some bags with pertex quantum and other water resistant/proof fabrics being used as the shell material. Do these really work as advertised? If they do work, do they inhibit the perspiration from the sleeper from leaving the bag, and cause condensation inside the insulation area of the bag? I'm curious to hear people's experiences.

I have a Pertex covered bag. The covering slows down water, but doesn't stop it. No condensation issues.

Feathered Friends, based in Seattle, offers a variety of shells for their down products. I know they offer shells in Quantum [water resistant, very breathable], Epic [very water resistant, breathable], and eVent [waterproof, breathable]. You might want to get in touch with them to talk over the fabric options.
