Any suggestions for the lightest weight stuff sack or compression sack for a down women's sleeping bag?

One of the Zpacks roll top drybags made of cuben fiber would be very light and waterproof. Not a compression sack, though.

For silnylon, the Sea To Summit Ultra-Sil dry bags are probably your best bet.

I have not had any issues with water getting into my s2s event bag, I have seen people mention having water get in when using as a food bag and being out in the rain. Zpacks would be lower in weight. Many use a trash bag or compavtor bag as double protection.
