Does anyone have any actual knowledge about so called "tactical flashlights" Not guesses or theories but actual experience or knowledge? Am I to believe that shining 800 lumens in a bear's eyes will scare him away? A raccoon?

Don't know.
Call a game warden and ask what effect 800 lumens would have on wildlife.

It would at least temporarily blind the bear. Not sure it would scare one off or not. 800 lumens is very bright and can stun a person in the dark easy.

We had a bear at our bird feeder last year, and turning on a 60-watt light on the porch sent him running! I don't know if that translates into scaring off a bear at a campsite, but I suspect it just might.

I am not sure what type of information you are fishing for but I will bite.

I have a smaller handheld flashlight that is rated at right at 1000 lm. I absolutely love it. It is small enough to carry easily but bright enough for a search light. I most recently used it "tactically" to find a deer that ran off at dusk. It made life so much easier than what I used just a few years back.

LED flashlights and headlamps have changed the portable lighting world so much. I remember the days of carrying a 2AA mag-light and compared to what I use today, it was awful. Even a small 100 lm model is light years, ahead of any old incandescent torch.

But yes, mine would temporarily blind you, or a bear, in the dark. Especially in the strobe mode.
