Can anyone help, or know of someone that can. I am try to arrange a shuttle from Hot Springs to hyw 40 on October 13th for 8. Bluff Mountain outfitters wants $90 for each group of 4, they said that's all can do at a time. $180 is steep for a 30 mile trip.

Google says 42 miles. A 9 passenger vehicle will be more expensive than one. You may do a little better or find someone to help you out.
Can you self shuttle your own cars?
You may be able to leave a car at Standing Bear.

Self-shuttle is an excellent suggestion. With 8 hikers, surely they have two vehicles...?

On a per-person basis, that actually doesn't sound bad - I'd gladly pay $22.50 ($180 / 8) to avoid having to participate in a 42-mile car shuttle -

Said differently, I've paid more for a shorter one-person ride from a hostel to a trailhead in that area -
