Yes, definitely. I'm 30" and it fits me well too, with room to spare.

There Are not. It is like new condition. It belonged to my friend who actually carries a piece of tarp with him so he doesn’t have to put his gear directly on the ground.
I on the other hand am a slob ;)

To be honest I think you’re right on the edge. Osprey advertises this size for 16”-18”. The owner of it (not on whiteblaze) only used it a few times because he didn’t feel like it fit right, though it was REI who fitted it for him. If it was at all possible for you to try one on somewhere you might feel better about it.
