Which states are campfires not allowed? Or is it parks?

If you go to http://www.appalachiantrail.org
click on 'Hike The Trail' on the left
click on 'State by State' on the top
and then click on a state and then on 'Rules and Regulations' it tells you whether or not a campfire is allowed.
