JR will be taking a Digital Camera. Will he be able to download pictures via his cable and camera at a Public Library. At other Public Places? Or, Do these Public Places disallow this kind of activity?

It really depends on the library or public place, and how restricted they have their computers' persmissions. I know my hometown library restricts their internet computers to internet research only. So if they see you checking email, shopping, or downloading naughty pics, you are automatically kicked from the computer.
Internet cafes usually let you hook up cameras and stuff, and might have a small partition to use for downloading.
But if happen to get the chance to visit Walmart, Target, and place with a full scale digital photo lab, you can upload your pics to their photo service on site
Carry an extra memory card or two just to be sure. A 2gb card can hold well over 1000 pictures. Might be a bit pricy for some, but they weigh almost nothing.
