I can't speak for the weather, but when I went through the Smokies last week all water sources were finally running. The ones where you are looking were lower than usual, but there was at least a pool. They got some good rain and snow since then.
Definitly check out the firetower. A ridgerunner told me they are trying to decide whether to refinish or take it out. only .2 off the trail and well worth it.
