We had these when we lived in AZ - they called them "snakes" . Every store sold them. You soaked it, froze it, and then put it around your neck. Works well if you just soak it and put it around your neck as well. Works by evaporative cooling. They have some kind of absorbent pellets in them.

Here's the ATC-branded version that I got for Father's Day a few years ago: https://www.atctrailstore.org/catalog/iteminfo.cfm?itemid=435&compid=1

The first time I picked up a soaked and fully expanded neck cooler, being a mother of five, I exclaimed "It's diaper guts!" :D

Did a little research online. The stuff inside the neck coolers is sodium polyacrylate, a pretty interesting substance. It's used for houseplants to hold extra moisture, as well as in diapers, and neck-cooler-type products. My family is still working on getting beyond the diaper guts feel of the neck coolers.:)

Same effect from a wet, rolled up bandana. Works well as long as the humidity allows evaporation, (sux in VA rocks in AZ)
