My uncle live just outside of Portland Oregon and I was wondering if there were any great sections close by. Any feedback is welcome.
The section along the Eagle Creek Trail is nice, and it is accessible by car

I second the Eagle Creek Trail. It's not the official PCT, though. It's not built for horses, but almost all hikers follow the alternate route down Eagle Creek. Hope your weather improves. I don't think I'd consider that trail on ice.

Goat Rocks Wilderness area which you reach from White Pass had absolutely stunning scenery, although it's not the sort of place you want to hike in the winter. You could do the section from Bridge of the Gods to White Pass in about 5 or 6 days. It's a little north of Portland, but one of the nicest areas in the Cascades.
