I am bidding on a High Peak sleeping bag 0* on ebay at $69.95 . Is this a decent bag 4 the price -also comes with stuff sack.

Pretty cheap for a 0 degree bag. Buyer beware. I'd check the closeouts on REI when they go 50% off on the 9th (supposedly all items ending in .83).

Unless you only have $69 and really need a bag that will be a 30 degree bag within a year or two, I would pass. Your situation may vary, but It will likely turn out to be a waste.

I learned this the hard way, but going cheap is short term satisfaction. Buying the best stuff that is really what you want will give you long term satisfaction. I would say no to the bag. Sierra Trading Post, Campmor and REI are all selling the farm right now and have some killer deals.
