We want to park in Harpers Ferry and get a shuttle to keys Gap so we can hike back to the car. Does anyone have any recommendations on a shuttle service etc to use...

There is a taxi in Jefferson County. A few actually. The number for Kams is
(304) 728-6900. I actually live in Bolivar (Harpers Ferry) and as far as I know, that's about as good as it gets in terms of shuttling around here.
I live near the ATC and honestly, I've hiked to Keys Gap and back to my house on many occasions. It's roughly 13 miles I suppose. After ascending out of Harpers Ferry, the walk is fairly flat.
Depending on the day, I might even be able to help out, but my schedule varies, so I'm not that reliable. When were you planning on hiking?
