Went to REI recently buy some WetFire tabs: $8 for 8 tabs.
A bit expensive, but you can shave off part of the tab and get multiple uses. They go bad after a few days though and stink up your pack once opened.

I didn't buy them but did a little investigation. Landmann makes these packets that contain the same stuff and are sealed, small, and you light the whole thing. Picked some up from Kroger's for $6 for 24+ packets and they work just was well. Yes, even wet.

I carry dryer lint in a ziploc and have used it successfully in a number of very wet situations.

Make little dryer lint balls and add a drop or two of candle wax to each one.

Paper Birch bark works great. Just don't peel it off of a live tree.

Free or cheap firestarters, cotton balls with Vaseline, a piece of candle, Trioxane (can be broken up for multiple fires, birch bark.
