Limits on ATV in Natl Forests

Rules have been proposed that would limit the use of All Terrain Vehicles in National Forests. The link below takes one to a New York Times article. Does anyone know how to access the rules proposal and make a comment?

They are accepting mail and email comments per the PR:

I haven't tried yet. I just went and pulled it up when you posted and I haven't even read it yet.
