I followed the thread comments on Youtube for some information. It appears this is near Malaga, Spain, and it was constructed years ago for maintenance on a nearby dam. It was then abandoned, and the only way to it is to get on some climbing gear because the accesses were destroyed. Oh, there was also mention of a serious fine.

That is some scary stuff!

Thanks. This makes perfect sense. As no "trail" is so heavily constructed for recreation, and this explains its dilapidated state; no one is supposed to be up there.
