Is there a place to rent a motor vehicle in Harrisburg, PA or Harpers Ferry, WV?
How hard is it to get to the Appalachian Trail from Baltimore, MD?

these are things i would google, but i think that all arrows point to yes, and i dont believe it difficult to get to the trail from anywhere, so long as you truly desire to do so.
There is an Enterprise Car Rental in Charlestown, WV. They'll deliver you a car in Harpers Ferry and drop you off when you're done with it.

I'm pretty sure Harrisburg has some rental car places. since they have an airport.

Getting to the trail from Baltimore to Harper's Ferry you just use the train. Amtrak and MARC.
