I can't start a poll?

I was wanting to start a poll but I can't find where I can do it. Actually it appears that I am not allowed to start one. Is this so? Am I supposed to have certain privileges to start polls?.......

When you start a new thread there are additional options below the message box, one of these is to add a poll. The poll forum was closed because polls can be started in any forum.
