the shortest men's inseam i could find was 7" on the Campmor UPF pants.

My experience suggests the inseam of the shorts on convertible pants is correlated to the initial inseam length of the whole pant. My inseam is 34 and the shorts on my Mountain Hardwear and Royal Robbins pants are about 10 inches. (just checked) I like shorts with enough pockets though so I can cram in as much as possible without being uncomfortable. Things such as: camera, iphone, ipad, id's and money, granola, other snacks, small bit of TP, Visine, Blistex, knife, lighter, hatchet, grub hoe, folding chair, etc.

More on topic, that's pretty short for men's zip offs. Most are 8" or 10" inch inseams. Columbia Silver ridge and NF Paramount are advertised as 6" inseam. You also might try finding a women's pair as they tend to make them shorter for fashion / style reasons. Given that they are hiking pants / shorts, I doubt there is much difference.
