You can simmer with a Jetboil. Not as good as with some other stove / pot combos but definitely doable. Just adjust the flame down low. I've done it many times.

I always simmer with mine, it's great for that. I hardly ever boil water super fast, keep the nozzle less than half open and when simmering just cracked open. When simmering it's one of the quietest stoves out there.
