Whats the difference between an average weight and a pack weight? Other then the obvious which is one weights more then the other~!

Packaged weight is the weight of the tent as delivered. That usually has a manual, occasionally a pole repair kit and or some patch of fabric and sealer and may have some spare pegs and guylines too.
The average would have the tent/fly and minimum ammount of pegs you use with it.
Many also include a "minimum weight" . This is fly and inner (tent) only without pegs and guylines .
Useful for the ones that plan to use their own favourite accessories.
Keep in mind that fabric weight can change , so what you get is not necessarily the advertised weight.
Some manufacturers will list what they include or not with the above.
