Where can I buy some Line Locks, like the ones found on Tarptents? I found some at one site, but were too pricy, and too many.
I asked Henry Shires about purchasing them and he said he could sell me some, but I never got around to following up on it. Email him and ask. :)

Those are pretty nice at ZPacks. Be sure to pay attention to what size cord you will be using it for though. I would love to get 10 of those at ZPacks but my line on my tarp is 1.5 mm and according to the ZPacks website they wouldn't do well on that small of a line. Bummer...Changing out the line to match those line locks would be a little too expensive too...

A fabric store like Hancocks or something? I am surprised your having that much trouble. I seem to find a lot of different sizes and plenty around craft stores too.
Arrowhead equipment use to have them in different sizes, it looks like they only have the 3mm at the moment, maybe you could e-mail and ask about different sizes... http://arrowheadequipment.webs.com/apps/webstore/products/show/1483029
Found some on the button rack at wal-mart in the sewing/fabric section. 2-pack of the larger and 3-pack of the smaller, both came in black or white. I can't remember the exact price but I think the packs were less than $3 each. They hold up well to use, washing, and drying. I use these on the waist ties on my scrubs.
