I have a jacket that is fleece on the inside and also has a wind layer on the outside. It is reversible, but I am not entierly sure why you would wear the fleece part on the outside. When I sweat in it it remains damp on the surface of the fleece for a while, even after putting it on again. Is this normal for jackets that are only fleece all the way through? The sweat from your body goes into the fleece and is not able to pass thru the outer layer.

You can pick up cheap polyester micro fleece at various stores like that one which wick fine alone. You can fine good stuff that works well. But a layer over it that is not breathable means you stay damp as it has nowhere to evaporate. You can find breathable jackets like that at cheaper online places like Sierra Trading post for budgeting. Or you might even check out your neghborhood Goodwill. You never know.

Should I worry about it though, if I wear a long sleeve, thermal top and a shirt?

This is one of those things where if you need it it's too late to fix it. I would avoid damp at all cost!

My personal preference is to be warm. I'll probably be carrying 1-2 pieces of clothing I could do without, but I'll be warm and dry!

The trick is layering. Put it on if you start to get cold and take it off when you heat up.
