The purported average is three pairs per thru. Can I reasonably believe I won't have to don hiking boots in the upper areas due to snow/cold? I'll be in NH, MA, etc. in late July.

Yes, you can reasonably believe that. I've hiked that area into December in trail runners.
interesting report - one of the cru at carter notch told me that his biggest rescues of the year are many hikers who come in with torn up boots and shoes. He said people don't think to assess their shoes before the whites and maine and thus run into trouble in these high shoe stress areas.
