Is the parking a mile from Springer safe if you have to leave a vehicle for a period of time? Are the reports of vandalism there?

I personally wouldn't worry about leaving a car at the fs42 parking lot, however there is the rare report (maybe once a year or once every other year) of vandalism there.
If that bothers you Amicalola State Park is probably the safest place you can leave a car in Georgia, although that does not fit into your plans. Perhaps leave you car at the Hiker Hostel and pay for a shuttle to Springer?
But I'd just leave the car at fs42.
