Insert Image Icon Missing

I've noticed some threads and posting boxes are missing the Insert Image icon for the Copy Image Location option. Why is this?? For instance, see this thread:

And then try to post a reply and include a full sized fotog.

I see what you mean, but I don't have a clue why.
All this computer stuff is black magic as far as I'm concerned.
