Water bottle holder repair

My pack has a mesh/elastic water bottle holder on each side. Over the years the elastic has become loose and the mesh has rotted. Has anyone had any success replacing these? Where did you find materials etc?

Most fabric stores will carry mesh and/or ripstop. Elastic can be found there too, or in big-box stores like WallyWorld. Check out the sewing or craft sections.
