Is their water at or near Spivy Gap? I read once that their was water at the picnic area near the gap.

Oh yeah....
On the south side you cross a good sized stream about 100' from the road. If you keep hiking about 2 miles south of 19W you'll see a few dependable water sources as well.
On the north side you cross the same creek several times about .3 miles from 19W. Going north, I get water where a footbridge crosses the creek and makes a sharp turn to the left. This is the last place to get water for few miles.
