In a few Northern Virginia locales, the Bluemont Concert Series (http://www.bluemont.org/) has outdoor concerts on courthouse lawns. Music is generally folky.

One of the most famous ongoing festivals - I believe the longest-running annual festival - is the Old Time Fiddlers Convention (http://oldfiddlersconvention.com/) in Galax, VA. The nearest AT point is somewhere between Damascus and Atkins.

And then in Massachusetts, there's concerts at Tanglewood (http://www.tanglewoodmusicfestival.org/tanglewood_concert_schedule.html) where the Boston Symphony and Boston Pops play in the summer.

These are just off the top of my head and are likely the tip of the iceberg. I'm sure you'll find scads more.

Isn't the DelFest in Cumberland, MD? If so, sure you can walk there from the AT...if you don't mind a 125 mile walk (one-way) on the C&O Canal towpath out of Harpers Ferry. Hey, maybe you can rent a bike in HF. Or better yet, take the daily AMTRAK run.
